California’s water resources are managed by a complex set of institutions and organizations, including the federal government (through the Central Valley Project), state agencies (including the Department of Water Resources), and a wide array of local public and private water utilities, irrigation and agricultural districts.  The Commission on Building for the 21st Century reported that comprehensive broad-based planning is difficult due in part to this complexity of the state’s water delivery systems.
