The California Energy Commission (CEC) is the state's primary energy policy and planning agency. The California Public Utilities Commission (CPUC) is one of the departments controlling energy, including oversight of natural gas, electricity, telephone, and water companies along with railroads and marine transportation companies. Several private corporations control electricity delivery to customers within California. These include Southern California Edison, Pacific Gas & Electric, and Sempra Energy. Municipally-owned utility companies also provide electricity to California citizens, the largest of which is the Los Angeles Department of Water and Power (LADWP).
